Narrative:
First officer flying ILS below cloud layer. Tower called possible traffic less than a mile then advised turn left to 360. First officer saw light twin aircraft ahead and level, pushed over to go below I observed light twin 3 seconds before he/she went over the top of our aircraft. We continued left turn for 360 and made an uneventful landing. Tower later said they were not talking to twin at the time but had counseled him on the ground.

Title: MLG ON APCH AND SMA IN PATTERN HAD NMAC.
Narrative: F/O FLYING ILS BELOW CLOUD LAYER. TWR CALLED POSSIBLE TFC LESS THAN A MILE THEN ADVISED TURN LEFT TO 360. F/O SAW LIGHT TWIN ACFT AHEAD AND LEVEL, PUSHED OVER TO GO BELOW I OBSERVED LIGHT TWIN 3 SECONDS BEFORE HE/SHE WENT OVER THE TOP OF OUR ACFT. WE CONTINUED LEFT TURN FOR 360 AND MADE AN UNEVENTFUL LNDG. TWR LATER SAID THEY WERE NOT TALKING TO TWIN AT THE TIME BUT HAD COUNSELED HIM ON THE GND.
