Narrative:
I was given the paperwork for the flight and the ramp agent told me that since their computers were down that we would use the old weight manifest and that all hazmat had been bumped. If you look at the enclosed manifest it shows no hazmat and it also shows no freight in zone 1. When I was getting off the airplane; I noticed a package in zone 1. It was not secured; it was not arrows up and the zone 1 net was not closed. It was also hazmat (dry ice). I requested that the ramp manager take possession of the package to determine what should be done since it didn't have hazmat paperwork. The package did have a dry ice placard and a hazmat inspection sticker. Better hazmat training for rampers.
