Narrative:
While at cruise at 2;200 MSL with toledo approach providing VFR traffic advisories; we had a [low wing] private plane pass under us at less than 200 feet separation. No indication that the piper saw us as they did not deviate from flight path. Upon query to approach control; they said they had a 'ghost' showing in that area; but the signal was faint and they were not sure if it was an echo of our signal. Completed mission without further incident.
