Narrative:
Tower cleared us to land and 'hold short of 28' if we could. We landed and started to turn off on runway 22, as we usually do, and there was an airplane coming at us on takeoff roll. Tower then said, 'proceed to echo taxiway, hold short of 28, contact ground.' I'm not sure, but I don't think you're supposed to contact ground until you've cleared all active runways. This may not sound worth reporting, but this is a typical comedy of errors that I regularly experience at bwi. We fly in and out of tracons up and down the east coast, and with the exception of capitol city approach (harrisburg, PA), I would have to rate bwi the worst. Dca is the same level as bwi in traffic, and the difference is like night and day. They (dca) are extremely efficient and professional.

Title: FLT CREW AND ATC COM CONFUSION RESULTS IN A POSSIBLE CONFLICT BETWEEN ARRIVING MDT AND DEP ACFT ON INTERSECTING RWY.
Narrative: TWR CLRED US TO LAND AND 'HOLD SHORT OF 28' IF WE COULD. WE LANDED AND STARTED TO TURN OFF ON RWY 22, AS WE USUALLY DO, AND THERE WAS AN AIRPLANE COMING AT US ON TKOF ROLL. TWR THEN SAID, 'PROCEED TO ECHO TXWY, HOLD SHORT OF 28, CONTACT GND.' I'M NOT SURE, BUT I DON'T THINK YOU'RE SUPPOSED TO CONTACT GND UNTIL YOU'VE CLRED ALL ACTIVE RWYS. THIS MAY NOT SOUND WORTH RPTING, BUT THIS IS A TYPICAL COMEDY OF ERRORS THAT I REGULARLY EXPERIENCE AT BWI. WE FLY IN AND OUT OF TRACONS UP AND DOWN THE E COAST, AND WITH THE EXCEPTION OF CAPITOL CITY APCH (HARRISBURG, PA), I WOULD HAVE TO RATE BWI THE WORST. DCA IS THE SAME LEVEL AS BWI IN TFC, AND THE DIFFERENCE IS LIKE NIGHT AND DAY. THEY (DCA) ARE EXTREMELY EFFICIENT AND PROFESSIONAL.
