Narrative:
Lost all radar and radios for 4 mins due to telephone company lines. I was working R36 (rdu high) and stopped all traffic from entering my airspace and held all aircraft that were in my airspace when the failure occurred because the entire center lost everything. Radios returned in about 2 mins, so I was able to issue holding instructions.

Title: A COMPLETE POWER FAILURE OF RADIOS AND RADAR OCCURRED FOR APPROXIMATELY 2 MINUTES AT ARTCC FAC.
Narrative: LOST ALL RADAR AND RADIOS FOR 4 MINS DUE TO TELCO LINES. I WAS WORKING R36 (RDU HIGH) AND STOPPED ALL TFC FROM ENTERING MY AIRSPACE AND HELD ALL ACFT THAT WERE IN MY AIRSPACE WHEN THE FAILURE OCCURRED BECAUSE THE ENTIRE CENTER LOST EVERYTHING. RADIOS RETURNED IN ABOUT 2 MINS, SO I WAS ABLE TO ISSUE HOLDING INSTRUCTIONS.
