Narrative:
I assumed duties at local control and was advised that there was a veh working on runway 34 talking to ground control. As I took the position, ZDC stopped all departures due to a computer failure. I began to coordinate a tower en route departure that was at the runway, ready to go. As I was arranging the tower en route operation, cga X called me on about an 8 mi ILS final for runway 34. I cleared him to land. I then went back to completing the coordination for the tower en route operation. As I observed cga X rolling out on the runway, ground control advised me that he still had a veh on the runway. I instructed cga X to make a 180 degree turn on the runway. He replied something like, 'we're going to turn on 'charlie,' we have some discussing to do.'

Title: ACFT LANDED ON A RWY OCCUPIED BY A VEHICLE.
Narrative: I ASSUMED DUTIES AT LCL CTL AND WAS ADVISED THAT THERE WAS A VEH WORKING ON RWY 34 TALKING TO GND CTL. AS I TOOK THE POS, ZDC STOPPED ALL DEPS DUE TO A COMPUTER FAILURE. I INSTRUCTED CGA X TO MAKE A 180 DEG TURN ON THE RWY. HE REPLIED SOMETHING LIKE, 'WE'RE GOING TO TURN ON 'CHARLIE,' WE HAVE SOME DISCUSSING TO DO.'
