Narrative:
I was working ground control with heavy snow falling and low visibility and ceilings. I requested and received permission from local control for a county veh to proceed on runway 1L for a runway check. There was an inbound to the runway approximately 20 mi out, but RVR's were dropping and was not sure he would attempt a landing. Aircraft landed while veh still on runway. Things which could have prevented incident: 1) county should have closed runway due to 4' of snow, centerline lights obscured, county not plowing because of low visibility for drivers, and numerous reports of bad runway condition. 2) I feel the veh should have been on local control's frequency rather than ground. Even if controller would have forgotten, veh could have heard the transmission for cleared to land, then questioned local control. Supplemental information from acn 129735: I was working local control at mke. Ground asked for clearance to drive a veh on runway 1L. I issued appropriate clearance to ground control. Air carrier X reported over cappy OM for landing. I issued landing clearance. Aircraft landed with veh on the runway.
