Narrative:
The phoenix ATC facility has an unsafe LOA (letter of agreement) with the surrounding controlling facilities that routes high performance aircraft bound for the satellite phx airports through an alert area (A-231). A-231 has very intensive flight training being conducted with aircraft maneuvering VFR; creating an unsafe condition to transiting; high speed; high performance aircraft. The LOA usually brings said aircraft at 6000 ft MSL on vectors through the alert area. Many of the aircraft transiting the airspace are at speeds of 200-250 KIAS.
