Narrative:
Upon landing; aircraft skidded straight ahead. Brakes were unresponsive. Tower reported smoke from tires. Aircraft began vibrating and making noise from rear. Aircraft then slowed and stopped on runway. Upon exit; both main tires were flat spotted and blown out.parking brake lever was in the off position. It seemed that the parking brake was on in spite of the position of the lever.
