Narrative:

The main psp runway 31L/13R was closed for construction. During construction; the parallel taxiway was being used for takeoffs and landings. This taxiway was also repainted with normal runway markings and equipped with reils rather than normal taxiway markings. New runway hold short lines; however; were not repainted; pilots were expected to hold short of the closed runway before receiving takeoff clearance. In order to taxi to the temporary runway from the terminal ramp; aircraft must cross the closed runway.while taxiing to runway 31L for departure ground advised us to contact the psp tower in close proximity to the closed runway hold short line. I looked down to my airport diagram to verify/tune the proper frequency for tower. While looking for the tower frequency; ground advised us to hold our position. I did not see the hold short lines since I was heads down looking for the tower frequency but I assume the ground controller held our position as she saw us taxi past the hold short lines. Ground asked us if we had been to psp since the construction had begun and neither of us had been. The controller told us our position was ok since there was no arriving traffic and to contact tower from our current position. The flight continued from here normally. The runway construction on 31L/13R at psp with the hold short lines for the temporary runway at a nonstandard location 405ft from the temporary runway. There was a NOTAM in place for the non-standard hold short lines and I believe it was also mentioned on the ATIS. A datis was not in place at the time so ATIS was written down after listening to the ATIS frequency. Had the datis been in place; we would have much more likely seen the NOTAM in a text form. [Recommendations] repaint runway hold short lines at the temporary runway which had all other standard runway markings repainted. Reduce amount of notams on releases to only pertinent notams. 99 times out of 100 the notams listed on the release are not pertinent to the flight and thus it's easy to become complacent while reading them. I saw the NOTAM about the runway construction but did not read it close enough to realize the hold short lines were in a non-standard location. Have ground control advise pilots the runway hold short lines are in a nonstandard location and still at the closed runway.
