Narrative:
Level 11,000, slowing to 250 KTS approaching bronc intersection we were notified by boston center that mode C showed us at 10,000. After some confusion we determined that we had set our altimeters at 30.31 when the altimeter was actually 29.31. Boston cleared us to remain at 10,000 and switched us to boston approach. The flight continued to boston without further incident. I had written the altimeter as '.31' when copying the ATIS and told the copilot that it was 30.31 on descent through FL180. When boston center gave us the descent out of FL240 a F/a was in the cockpit giving us a message for relay to company operations and we both missed the altimeter setting when it was given.
