Narrative:
ZTL's radio apparently failed. There was considerable confusion on frequency. We switched back to last frequency and received descent clearance to FL240, then were told to monitor the atlanta frequency that experienced failure. When atlanta did finally come up, they were unaware we had descended out of 31000' toward FL240.

Title: ACR MLG HAD COM PROBLEM WITH ZTL. FLT CREW RETURNED TO PREVIOUS FREQ TO GET DESCENT CLRNC. WHEN COM REESTABLISHED WITH FIRST CTLR, HE WAS NOT AWARE THAT A DESCENT CLRNC HAD BEEN ISSUED.
Narrative: ZTL'S RADIO APPARENTLY FAILED. THERE WAS CONSIDERABLE CONFUSION ON FREQ. WE SWITCHED BACK TO LAST FREQ AND RECEIVED DSCNT CLRNC TO FL240, THEN WERE TOLD TO MONITOR THE ATLANTA FREQ THAT EXPERIENCED FAILURE. WHEN ATLANTA DID FINALLY COME UP, THEY WERE UNAWARE WE HAD DSNDED OUT OF 31000' TOWARD FL240.
