Narrative:
I was on flight phx-bur. The captain was flying the aircraft. On our approach into bur we were cleared the 4 stacks visibility approach. I asked the captain if he knew what the 4 stacks visibility approach was. He said 'yes.' I then said 'are you sure you don't want an ILS runway 7.' he said 'no.' approach asked him if he would like radar vectors to an ILS runway 7. He said 'no.' we then called the field in sight. Approach said to maintain 3000', 'cleared 4 stacks visibility approach runway 15, contact tower on 118.7.' after talking to bur tower. Tower said maintain 3000' till on final. I told the captain 3 times about his altitude. As he went through 3000-2500', tower said we descended a little early. At 1000' AGL we were high and fast. I suggested we take it around. At 500' AGL we were bug plus 15 KTS, descending 1500 FPM. The captain then put 40 degree flaps out and pulled the speed brake out. I said to captain, 'what are you doing?' after we got on the ground, I called bur tower and asked them what they showed. Bur tower said 'we showed you at 2700'' and whiteman tower called and showed us at 2500', not on final for runway 15. I then said '3 NASA reports in 1 day.'
