Narrative:

In the conduct of initial new hire training in the ec130b4 helicopter; at the conclusion of maneuver practice at another airport nearby the pilot being trained was given simulated IMC conditions whereby he flew company prescribed recovery procedures and utilized the ILS 01L at jones riverside (rvs) for his instrument approach. The airport tower was closed for the evening at this time; delta airspace reverts to G. Tulsa approach control had been contacted and was providing vectors to final for the requested approach. Now while flying; I heard another aircraft (a cessna citation) report on frequency with tulsa and too was landing rvs. He was given direction; 'fly 200 degrees; descend and maintain 4;000 feet'.with my aircraft on an intercepting course for final approach course the citation was given a new heading of 240 degrees to maintain. My now being shortly outside the FAF we are given instructions 'maintain 3000 feet 330 degrees till intercepting the final approach course; cleared for the approach; squawk 1200; and change to advisory freq.flying the approach; continuing inbound the pilot flying maintained course and glide slope. At approximately 800 feet AGL (1400 feet MSL) I announced to the pilot (flying) that I had the runway in sight; to remove his view limiting device and resume VFR. Also I told him to return his nvg's (night vision goggles) to the down (use) position and begin sidestepping left as we would continue into the normal landing area for the helicopter located on the west side of the airport.at this same time the citation approaching from behind us called on the CTAF freq. Inquiring of our location. I informed him we were on the ILS 01L approach; but was breaking off at this time; clearing the centerline and he could have the runway.during the time of his reply that became immediately following my transmission he stated that 'he was on final and landing 01L'. His aircraft then passed by my right side approximately 75 feet and slightly higher of that less than 15 feet.I inquired on the radio if he did in fact see us as he passed; his reply was 'that you said you are clear of the runway and I have 01L'after both aircraft safely landed and we had shut down; myself and the pilot being trained went over and had a conversation with the pilot of the citation. Asking about the recent near [miss] event he never stated that he did in fact have an absolute positive I.D. On our aircraft while on final; only that I told him I was clear of the centerline.
