Narrative:
While working ground control at prc ATC tower I observed aircraft Y land in close proximity to aircraft X that had just landed on the same runway. I attempted to alert the local controller in time to divert the situation, but was unable to reach him due to the extremely heavy workload. The local controller was occupied looking for aircraft entering the traffic pattern. Prc lacks BRITE radar in the tower cabin. With the large vol of traffic at love field is becoming impossible to safely manage west/O it. In addition, controller workload is increased greatly by management's decision to attempt to provide VFR advisory service to aircraft requesting VFR practice approachs. This is an extremely difficult task for the controllers due to the lack of BRITE radar and the already extremely heavy workload. The installation of BRITE radar in the tower cabin should be a high priority item for the FAA. Aircraft requesting practice INS approachs should be instructed to contact the approach control authority, abq ARTCC, for IFR sep in accordance with the 71210.3I, paragraph 833. This will help reduce controller workload and greatly increase the level of safety at love field, prc.

Title: ACFT Y LANDED WITH LESS THAN STANDARD SEPARATION BEHIND ACFT X. SYSTEM ERROR.
Narrative: WHILE WORKING GND CTL AT PRC ATC TWR I OBSERVED ACFT Y LAND IN CLOSE PROX TO ACFT X THAT HAD JUST LANDED ON THE SAME RWY. I ATTEMPTED TO ALERT THE LCL CTLR IN TIME TO DIVERT THE SITUATION, BUT WAS UNABLE TO REACH HIM DUE TO THE EXTREMELY HEAVY WORKLOAD. THE LCL CTLR WAS OCCUPIED LOOKING FOR ACFT ENTERING THE TFC PATTERN. PRC LACKS BRITE RADAR IN THE TWR CABIN. WITH THE LARGE VOL OF TFC AT LOVE FIELD IS BECOMING IMPOSSIBLE TO SAFELY MANAGE W/O IT. IN ADDITION, CTLR WORKLOAD IS INCREASED GREATLY BY MGMNT'S DECISION TO ATTEMPT TO PROVIDE VFR ADVISORY SVC TO ACFT REQUESTING VFR PRACTICE APCHS.
