Narrative:
All problems relate to safety problems as a result of adoption of TCA and refusal of FAA controllers to recognize safety considerations in routing of light aircraft in the TCA. The FAA has adopted procedures for the routing of light aircraft to/from the bountiful airport to/from the west, which add up to 10 mins to a typical flight for such activities. We don't find common sense management in the slc TCA. Safety is the issue as far as we are concerned. We operate both helicopter and fixed wing on low level inspection flts and operate by letter agreement within all of the military restr areas. Everyone appears to be getting tougher over their airspace. Callback conversation with reporter revealed the following: called slc TRACON and talked to pps. He is aware of pilot complaints concerning TCA. TCA was implements in 11/89, and was new to both controllers and pilots. Received a lot of pilot input prior to implementation. As a result of some of the initial complaints, some changes are being made to open up areas to the south of the airport, and southwest area. Should be reflected in the 3/22/90 chart revision.

Title: REPORTER COMPLAINS ABOUT NEW TCA DESIGN AT SLC, INCLUDING ROUTINGS AND TIME DELAY.
Narrative: ALL PROBS RELATE TO SAFETY PROBS AS A RESULT OF ADOPTION OF TCA AND REFUSAL OF FAA CTLRS TO RECOGNIZE SAFETY CONSIDERATIONS IN ROUTING OF LIGHT ACFT IN THE TCA. THE FAA HAS ADOPTED PROCS FOR THE ROUTING OF LIGHT ACFT TO/FROM THE BOUNTIFUL ARPT TO/FROM THE W, WHICH ADD UP TO 10 MINS TO A TYPICAL FLT FOR SUCH ACTIVITIES. WE DON'T FIND COMMON SENSE MGMNT IN THE SLC TCA. SAFETY IS THE ISSUE AS FAR AS WE ARE CONCERNED.
