Narrative:
One small aircraft over the runway climbing slow to eventually enter left traffic for runway 35. Small aircraft X was left crosswind in left traffic for runway 35. Mlt Y holding short of runway 35 was instructed to taxi into position and hold. Small aircraft Y was instructed to 'from present position enter left downwind runway 30 start your left base to remain west of runway 35 for this time around.' small aircraft X acknowledged. Mlt Y taxied into position runway 35. 'Small aircraft X clear for touch and go runway 30.' small aircraft X acknowledged. Small aircraft X overflew mlt Y holding at threshold of runway 35 and was attempting to touch and go on runway 35. Small aircraft X was made to go around. Later on the telephone the pilot said he saw mlt Y but thought the controller had the situation in hand. Contributing factors: pilot inexperience. Pilot had just received private ticket. Late dusk made it more difficult for controller to see actual position of touch and go aircraft.

Narrative: ONE SMA OVER THE RWY CLIMBING SLOW TO EVENTUALLY ENTER LEFT TFC FOR RWY 35. SMA X WAS LEFT XWIND IN LEFT TFC FOR RWY 35. MLT Y HOLDING SHORT OF RWY 35 WAS INSTRUCTED TO TAXI INTO POSITION AND HOLD. SMA Y WAS INSTRUCTED TO 'FROM PRESENT POSITION ENTER LEFT DOWNWIND RWY 30 START YOUR LEFT BASE TO REMAIN WEST OF RWY 35 FOR THIS TIME AROUND.' SMA X ACKNOWLEDGED. MLT Y TAXIED INTO POSITION RWY 35. 'SMA X CLEAR FOR TOUCH AND GO RWY 30.' SMA X ACKNOWLEDGED. SMA X OVERFLEW MLT Y HOLDING AT THRESHOLD OF RWY 35 AND WAS ATTEMPTING TO TOUCH AND GO ON RWY 35. SMA X WAS MADE TO GO AROUND. LATER ON THE TELEPHONE THE PLT SAID HE SAW MLT Y BUT THOUGHT THE CTLR HAD THE SITUATION IN HAND. CONTRIBUTING FACTORS: PLT INEXPERIENCE. PLT HAD JUST RECEIVED PRIVATE TICKET. LATE DUSK MADE IT MORE DIFFICULT FOR CTLR TO SEE ACTUAL POSITION OF TOUCH AND GO ACFT.
