Narrative:

Military fgt X en route to point bravo on IR053 at 220. Military fgt Y departed hst AFB en route to ssc AFB, requesting 330. The aircraft filed for a snake 1 SID. I thought that military fgt Y was only climbing to 160. Since was not on a normal hst coded route or profile. I never talked to the aircraft. Miami approach never changed the aircraft over to my frequency. This was in violation of chapter 5 paragraph 64 section 3 of the 7110.65F manual. Had I talked to the aircraft, he would have been stopped at 210. Miami approach climbed the aircraft to 230 because they are under the understanding that a snake 1 is a profile and this was in our letter of agreement. Our operations manual says different from our letter of agreement. There have been cancellations and numerous changes on the snake 1 SID. We are now operating under our 3RD change. A quick survey of the controllers and the supervisors in my area gave 2 opinions. 60% say the aircraft should be climbing to 160 and the other 40% say the aircraft is climbing to 230. The letter of agreement says one thing and our operating procedure manual says another. Had the controller at miami approach put the aircraft on my frequency like he was required to under 5-6e, the aircraft would have been stopped under military fgt X at 210 when he checked in climbing to 230.

Narrative: MIL FGT X ENRTE TO POINT BRAVO ON IR053 AT 220. MIL FGT Y DEPARTED HST AFB ENRTE TO SSC AFB, REQUESTING 330. THE ACFT FILED FOR A SNAKE 1 SID.
