Narrative:
On cross country flight from beloit, wi to lincoln, ca landed at ogden, ut for fuel. Upon departing (tower authorized a 263 degree heading to lucin VOR at 5000 MSL). Tower had me switch to salt lake departure. Salt lake departure had me squawk a given code which I did. Salt lake departure asked if I had mode C which I said I did not. Then asked if I knew the rules concerning a TCA which I said I did. I checked my chart and it was 2 weeks out of date and the new flight guide which was purchased prior to leaving beloit had also listed salt lake as an arsa. I am planning to add mode C to the transponder as soon as possible. Will also check dates on all charts on future flts. Was not aware of change from arsa to TCA until talking to salt lake departure. Was no mention of it in NOTAM received on briefings.
