Narrative:

Gate agent met inbound flight. The flight attendant had opened the door handle before the jetway was moved on to the aircraft. The procedure for [company] aircraft door opening upon arrival is the gate agent opens the door; not the flight attendants. The gate agent indicated the door was slightly opened; then she opened it a few inches further to speak to the flight attendant (flight attendant) at which point the flight attendant continued to open the door approximately 2 1/2 feet. The door was never fully opened properly to avoid the slide from deploying. The slide was still connected to the aircraft floor via the metal bar and to the aircraft door. The flight attendant then offered the customers to deplane with the door only opened approximately 2 1/2 feet. The customers had to step over the slide to get into the jetway. Maintenance was contacted and when they arrived they did confirm the slide was armed and could deploy at any time. Numerous safety errors were made. Maintenance indicated it was necessary to take the aircraft out of service.

The FA then offered the customers to deplane with the door only opened approximately 2 1/2 feet. The customers had to step over the slide to get into the jetway.
