Narrative:
Load planning called approximately 1 hour before arrival eddf to advise they weren't sure exactly what was on the aircraft; due to confusion on the ramp with another eddf flight. I relayed this information to the crew. They replied no handling problems with the aircraft; slight fuel overburn; but that's not unusual. However; this is an unsafe operation. Positive verification of loading is required prior to issuing final weights.

Title: Air carrier Dispatcher reported being advised by Load Planning that they were unsure of what was loaded on two flights departing for Frankfurt.
Narrative: Load Planning called approximately 1 hour before arrival EDDF to advise they weren't sure exactly what was on the aircraft; due to confusion on the ramp with another EDDF flight.
