Narrative:

Damage to the aircraft was discovered while on the ground at pensacola, fl. It is normal procedure for us to make a walkaround inspection during all stops. While making such an inspection my first officer noticed that the right ground flood light lens cover and lamp were both broken. Further inspection noted that the 'bullet' of the engine was dented. Additionally there was a large amount of small nicks/gouges on the right side of the aircraft and engine cowling. Enclosed and attached is an irregularity report that I filed with my company before I left pensacola. It will give a more detailed description of what happened. After we returned to houston we learned additional information on what had happened. Evidently the valve on the water service panel was left in the drain position and the cap covering the drain line was somewhat loose or on crooked. As we feel that the aircraft damage was due to ice build-up as a result of this leaky panel, I have a suggestion for this problem on this type aircraft. The access door on the water service panel should be modified so that it cannot be closed and latched while the drain valve is in the open position.

Title: FLT CREW OF MLG DISCOVERS ACFT DAMAGE DURING A WALK AROUND INSPECTION AT PNS DUE TO ICE HAVING FORMED ON THE POTABLE WATER SERVICE PANEL DRAIN LINE AS A RESULT OF IMPROPER INSTALLATION OF THE DRAIN LINE CAP.

Narrative: DAMAGE TO THE ACFT WAS DISCOVERED WHILE ON THE GND AT PENSACOLA, FL. IT IS NORMAL PROC FOR US TO MAKE A WALKAROUND INSPECTION DURING ALL STOPS. WHILE MAKING SUCH AN INSPECTION MY F/O NOTICED THAT THE RIGHT GND FLOOD LIGHT LENS COVER AND LAMP WERE BOTH BROKEN. FURTHER INSPECTION NOTED THAT THE 'BULLET' OF THE ENGINE WAS DENTED. ADDITIONALLY THERE WAS A LARGE AMOUNT OF SMALL NICKS/GOUGES ON THE RIGHT SIDE OF THE ACFT AND ENGINE COWLING. ENCLOSED AND ATTACHED IS AN IRREGULARITY REPORT THAT I FILED WITH MY COMPANY BEFORE I LEFT PENSACOLA. IT WILL GIVE A MORE DETAILED DESCRIPTION OF WHAT HAPPENED. AFTER WE RETURNED TO HOUSTON WE LEARNED ADDITIONAL INFORMATION ON WHAT HAD HAPPENED. EVIDENTLY THE VALVE ON THE WATER SERVICE PANEL WAS LEFT IN THE DRAIN POSITION AND THE CAP COVERING THE DRAIN LINE WAS SOMEWHAT LOOSE OR ON CROOKED. AS WE FEEL THAT THE ACFT DAMAGE WAS DUE TO ICE BUILD-UP AS A RESULT OF THIS LEAKY PANEL, I HAVE A SUGGESTION FOR THIS PROBLEM ON THIS TYPE ACFT. THE ACCESS DOOR ON THE WATER SERVICE PANEL SHOULD BE MODIFIED SO THAT IT CANNOT BE CLOSED AND LATCHED WHILE THE DRAIN VALVE IS IN THE OPEN POSITION.
