Narrative:

I was cleared for take-off on runway 30L at north las vegas (vgt). After I taxied onto the runway and applied full power; I heard a pilot say he was going around and then saw a high winged aircraft passing overhead and climbing. I was about to abort when I heard the tower controller instruct the overhead aircraft to begin an early entry into a left crosswind to a left downwind. I continued my climb-out without incident. The high wing aircraft asked for confirmation that an aircraft had taxied onto the runway which was confirmed by the tower. However; it was unclear to me if the high-winged aircraft was cleared to land on 30L or 30R or that the controller lost situational awareness of the high-winged aircraft. I do know I was cleared for take-off on 30L and did not receive instructions to contact any ATC facility upon landing.
