Narrative:
While being vectored to intercept the localizer backcourse 27L at mlb, we were asked if a turn onto the localizer at the final approach fix would be acceptable. At this time we accepted the vector to the FAF (capen, 5.2 DME from mlb, frequency 110.0). The first officer (PF) was flying off of a standard head VOR and upon localizer intercept turned toward the localizer needle instead of away from it. This resulted in the aircraft passing through the localizer on the approach. I corrected the problem by re-intercepting and landed. (Captain's panel has HSI, first officer's has standard head.)

Title: FO FLEW VOR LOC NEEDLE INCORRECTLY. CAPT TAKES OVER FOR THE RECOVERY.
Narrative: WHILE BEING VECTORED TO INTERCEPT THE LOC BACKCOURSE 27L AT MLB, WE WERE ASKED IF A TURN ONTO THE LOC AT THE FINAL APCH FIX WOULD BE ACCEPTABLE. AT THIS TIME WE ACCEPTED THE VECTOR TO THE FAF (CAPEN, 5.2 DME FROM MLB, FREQ 110.0). THE F/O (PF) WAS FLYING OFF OF A STANDARD HEAD VOR AND UPON LOC INTERCEPT TURNED TOWARD THE LOC NEEDLE INSTEAD OF AWAY FROM IT. THIS RESULTED IN THE ACFT PASSING THROUGH THE LOC ON THE APCH. I CORRECTED THE PROB BY RE-INTERCEPTING AND LANDED. (CAPT'S PANEL HAS HSI, F/O'S HAS STANDARD HEAD.)
