Narrative:

On 12/xx/89, I was acting as so from den to bwi. Approaching bwi we were cleared for and conducting the westminster 1 arrival (mgw.EMI 1). WX at bwi was heavy snow showers with RVR 3500'. We were told by bwi approach to cross mumsy intersection at 15000'. We actually crossed it at about 17500' in descent. All 3 crew members became somewhat preoccupied with reviewing winter operations in our flight handbook and reviewing the approach plate for the runway in use. As far as I know, there was no near miss or absence of sep. I believe we could have prevented this altitude deviation if we had exercised better crew coordination and started to review all procedures and WX information much further out.

ALL 3 CREW MEMBERS BECAME SOMEWHAT PREOCCUPIED WITH REVIEWING WINTER OPS IN OUR FLT HANDBOOK AND REVIEWING THE APCH PLATE FOR THE RWY IN USE. AS FAR AS I KNOW, THERE WAS NO NEAR MISS OR ABSENCE OF SEP. I BELIEVE WE COULD HAVE PREVENTED THIS ALT DEVIATION IF WE HAD EXERCISED BETTER CREW COORD AND STARTED TO REVIEW ALL PROCS AND WX INFO MUCH FURTHER OUT.
