Narrative:
We were at FL270 when ZDC (127.75) gave a clearance to cross fak at FL230, and then to cross brooke VOR at 11000' and 250 KTS. This initial clearance did not specify to leave FL270 when it was given. At 28 DME south of fak, controller called and issued a turn to 60 degree heading and to leave FL270 for FL230. The initial clearance given by controller and read back to controller was not challenged.

Title: WHEN GIVEN CLRNC FOR DESCENT WITH A CROSSING RESTRICTION FLT CREW BELIEVED THE CLRNC TO BE PLT DISRETION, WHEREAS ATC INTENDED DESCENT TO BEGIN IMMEDIATELY.
Narrative: WE WERE AT FL270 WHEN ZDC (127.75) GAVE A CLRNC TO CROSS FAK AT FL230, AND THEN TO CROSS BROOKE VOR AT 11000' AND 250 KTS.
