Narrative:
Flight planned tcnm (sxm) direct ewr. Flight plan initially filed sxm-grann (intersection on A25/latin america high-low altitude en route chart). Upon taxi given clearance 1907N 63W, then to grann. Right turn required out of sxm. Continued turn nwbnd for 1907N 63W. Given frequency 124.3 for sju communications from sxm tower. No contact, felt that we were too low for proper reception. Decided to climb and contact again on 124.3. No contact. In the meantime omega was navigation present position direct to 1907N 63W. Decided to contact sju tower again. Told to try 134.3. We did and got contact with ZSU. Omega wa steering aircraft far right of intended position and course. Elected to manually navigation aircraft to 1907N 63W using omega dstk (desired track) as reference. Both omegas read the same dstk, as well as correct present positions. These present positions agreed with the plotted positions on the chart. Again when we reached 1907N 63W we plotted our position on the chart using the hold position function the omegas. This held our present position for plotting purposes. The plotted position and omega agreed as 1907N 63W. ZSU queried our flight path as we tracked nwbnd. ZSU stated we came close to tj (west 429) warning area which was in use (hot). As we navigated to 1907N 43W, we were cognizant of west 429 and to the best of our knowledge did not touch west 429. The controllers were polite and we stated that we hoped to we didn't intrude on their airspace which apparently was in use (hot). Next controller at sju 118.15 frequency thought that no one's toes had been stepped on and that everything as far as ZSU was concerned was ok! Note: no NOTAMS published to tj (west 429) as hot. 1) not in chart NOTAMS latin america, 2) company NOTAMS (none), and 3) not on hi/lo latin america altitude chart. This whole conversation could have been avoided had the correct frequency been given to us by sxm tower 134.3, not 124.3. At the time we were given the frequency by sxm tower, we read back 124.3 and the tower stated affirmative. Second officer used #2 radio for out and off times to company and tuned radio to 121.5 as required by far's. Sju stated they tried to contact us on 121.5. Maybe they could not because of use on #2 radio and time lapse to 121.5. We were never selcaled by ZSU!

OMEGA NAVIGATION SYSTEM TRIES TO GET ACFT OFF COURSE BY NOT FOLLOWING PROPER TRACK TO FIRST COORDINATES. CENTER FINALLY ADVISES ACFT THAT THEY WERE IN PROX OF WARNING AREA THAT WAS HOT.

BOTH OMEGAS READ THE SAME DSTK, AS WELL AS CORRECT PRESENT POSITIONS. THESE PRESENT POSITIONS AGREED WITH THE PLOTTED POSITIONS ON THE CHART. AGAIN WHEN WE REACHED 1907N 63W WE PLOTTED OUR POS ON THE CHART USING THE HOLD POS FUNCTION THE OMEGAS. THIS HELD OUR PRESENT POS FOR PLOTTING PURPOSES. THE PLOTTED POS AND OMEGA AGREED AS 1907N 63W. ZSU QUERIED OUR FLT PATH AS WE TRACKED NWBND. ZSU STATED WE CAME CLOSE TO TJ (W 429) WARNING AREA WHICH WAS IN USE (HOT). AS WE NAVIGATED TO 1907N 43W, WE WERE COGNIZANT OF W 429 AND TO THE BEST OF OUR KNOWLEDGE DID NOT TOUCH W 429. THE CTLRS WERE POLITE AND WE STATED THAT WE HOPED TO WE DIDN'T INTRUDE ON THEIR AIRSPACE WHICH APPARENTLY WAS IN USE (HOT). NEXT CTLR AT SJU 118.15 FREQ THOUGHT THAT NO ONE'S TOES HAD BEEN STEPPED ON AND THAT EVERYTHING AS FAR AS ZSU WAS CONCERNED WAS OK! AT THE TIME WE WERE GIVEN THE FREQ BY SXM TWR, WE READ BACK 124.3 AND THE TWR STATED AFFIRMATIVE. S/O USED #2 RADIO FOR OUT AND OFF TIMES TO COMPANY AND TUNED RADIO TO 121.5 AS REQUIRED BY FAR'S. SJU STATED THEY TRIED TO CONTACT US ON 121.5. MAYBE THEY COULD NOT BECAUSE OF USE ON #2 RADIO AND TIME LAPSE TO 121.5. WE WERE NEVER SELCALED BY ZSU!
