Narrative:
Descending into windsor locks (bdl) given instruction to cross mad at 11000' and 250 KTS. Then reclred to 10000' at mad. Handed off to bdl approach and were told we should be at 11000' as it appears on STAR. However both pilot heard 10000' at mad and it was read back 10000', 250 KTS at mad.

Title: ACR MLG DESCENDS TO 10000' UPON RECEIPT OF CLRNC FROM CENTER CTLR. APCH CTLR DISPUTES THE 10000' AND STATES THAT THE PROPER ALT IS 11000' AS PER STAR ARR NOTE.
Narrative: DSNDING INTO WINDSOR LOCKS (BDL) GIVEN INSTRUCTION TO CROSS MAD AT 11000' AND 250 KTS. THEN RECLRED TO 10000' AT MAD. HANDED OFF TO BDL APCH AND WERE TOLD WE SHOULD BE AT 11000' AS IT APPEARS ON STAR. HOWEVER BOTH PLT HEARD 10000' AT MAD AND IT WAS READ BACK 10000', 250 KTS AT MAD.
