Narrative:
I was working radar position at st augustine sector. I was working approximately 12-15 aircraft. Sealord control called my d-side with fgt X declaring bingo fuel direct nzc at FL280 (wbound). I then received a handoff on 4 southbound air carrier Y at FL280. My d-side warned me about the possible conflict and I acknowledged her. As I went on about separating the other aircraft in my sector, a few moments passed and my d-side mentioned that the military fgt X was descending. I asked him for his altitude and reported level FL270. Bingo fuel aircraft typically descend on their own, however I had asked him on initial contact to advise me before descending, which he did not bother to do. He also said it would be necessary to descend within 10 mi. I acknowledged him. (Acn 130930 insert.) air carrier Y, the southbound aircraft at FL280, asked about some traffic off his right side (2 O'clock position). The military fgt had climbed underneath him to FL275, which, when asked, he did admit to. The fgt was at this time approximately 5 mi west of air carrier Y and clear of him. In my perception of bingo aircraft, they basically descend when they want to and move other aircraft out of the way. This aircraft was descending (on his own) and had no reason to climb back up. Note: since I originally wrote the above statement, my facility has officially sent a request to headquarters to reverse the decision originally made. Upon investigation and analysis of the incident, it was decided that the military fgt was operating under emergency status and that I was not at fault.

Title: FGT X HAD LESS THAN STANDARD SEPARATION FROM ACR Y. SYSTEM ERROR.
Narrative: I WAS WORKING RADAR POS AT ST AUGUSTINE SECTOR. I WAS WORKING APPROX 12-15 ACFT. SEALORD CTL CALLED MY D-SIDE WITH FGT X DECLARING BINGO FUEL DIRECT NZC AT FL280 (WBOUND). I THEN RECEIVED A HDOF ON 4 SBND ACR Y AT FL280. MY D-SIDE WARNED ME ABOUT THE POSSIBLE CONFLICT AND I ACKNOWLEDGED HER. AS I WENT ON ABOUT SEPARATING THE OTHER ACFT IN MY SECTOR, A FEW MOMENTS PASSED AND MY D-SIDE MENTIONED THAT THE MIL FGT X WAS DSNDING. I ASKED HIM FOR HIS ALT AND RPTED LEVEL FL270. IN MY PERCEPTION OF BINGO ACFT, THEY BASICALLY DSND WHEN THEY WANT TO AND MOVE OTHER ACFT OUT OF THE WAY. THIS ACFT WAS DSNDING (ON HIS OWN) AND HAD NO REASON TO CLB BACK UP. NOTE: SINCE I ORIGINALLY WROTE THE ABOVE STATEMENT, MY FAC HAS OFFICIALLY SENT A REQUEST TO HQ TO REVERSE THE DECISION ORIGINALLY MADE. UPON INVESTIGATION AND ANALYSIS OF THE INCIDENT, IT WAS DECIDED THAT THE MIL FGT WAS OPERATING UNDER EMER STATUS AND THAT I WAS NOT AT FAULT.
