Narrative:
Foreign air carrier X inbound to mia failed to take turns from mia ATC tower, which would have prevented immediate actions from controllers to keep aircraft apart. Second aircraft was air carrier Y, inbound to mia. Loss of standard sep resulted in an operational error. Aircraft X flight crew failed to carry out ATC instructions. I think the aircraft crew should be investigated and followed up with possible pltdevs.

Title: LESS THAN STANDARD SEPARATION BETWEEN FOREIGN ACR AND DOMESTIC ACR. OPERATIONAL ERROR.
Narrative: FOREIGN ACR X INBND TO MIA FAILED TO TAKE TURNS FROM MIA ATC TWR, WHICH WOULD HAVE PREVENTED IMMEDIATE ACTIONS FROM CTLRS TO KEEP ACFT APART. SECOND ACFT WAS ACR Y, INBND TO MIA. LOSS OF STANDARD SEP RESULTED IN AN OPERROR. ACFT X FLT CREW FAILED TO CARRY OUT ATC INSTRUCTIONS. I THINK THE ACFT CREW SHOULD BE INVESTIGATED AND FOLLOWED UP WITH POSSIBLE PLTDEVS.
