Narrative:

While climbing to cleared altitude of 28000', my attention was diverted while obtaining WX from FSS. The captain and PF climbed to 30000' before disconnecting autoplt and descending back to 28000'. At 30000' I turned off mode C. Note: we did not have an altitude capture function on our autoplt. Also, altitude alerter was inoperative. MEL allows dispatch west/O one. I feel this should be a grounding item since crews become dependent on this alert signal.
