Narrative:
While climbing to cleared altitude of 28000', my attention was diverted while obtaining WX from FSS. The captain and PF climbed to 30000' before disconnecting autoplt and descending back to 28000'. At 30000' I turned off mode C. Note: we did not have an altitude capture function on our autoplt. Also,altitude alerter was inoperative. MEL allows dispatch west/O one. I feel this should be a grounding item since crews become dependent on this alert signal.

Title: ALT BUST. REPORTERS CITE DEVIATION FROM ALT RESULTED FROM NO ALT ALERT SYSTEM ON ACFT AS IT WAS INOPERATIVE. FO TURNED OFF MODE C AT TOP OF ALT DEVIATION.
Narrative: WHILE CLBING TO CLRED ALT OF 28000', MY ATTN WAS DIVERTED WHILE OBTAINING WX FROM FSS. THE CAPT AND PF CLBED TO 30000' BEFORE DISCONNECTING AUTOPLT AND DSNDING BACK TO 28000'. AT 30000' I TURNED OFF MODE C. NOTE: WE DID NOT HAVE AN ALT CAPTURE FUNCTION ON OUR AUTOPLT. ALSO,ALT ALERTER WAS INOP. MEL ALLOWS DISPATCH W/O ONE. I FEEL THIS SHOULD BE A GNDING ITEM SINCE CREWS BECOME DEPENDENT ON THIS ALERT SIGNAL.
