Narrative:
Atl clearance delivery assigned us 4000' on departure instead of the normal 10000'. We (the crew) thought this unusual, but figured it was to get us under arrival traffic since we were going due north and just to knoxville. On departure I read climbing through 2200' to 4000'. After a few mins in the air departure control asked what our altitude was. When we responded 4000' they said to climb immediately to 10000'. They also asked who assigned us to 4000', instead of the normal 10000'. To my knowledge there were no conflicts. Supplemental information from acn 131576: on takeoff we called departure and told them we were climbing to 4000'. They made no comment. We were vectored north and leveled at 4000'. Approaching dobbins AFB we were called by departure and asked our altitude. It sounded like a supervisor came on and asked our assigned altitude. He seemed surprised.we told him our clearance and that we had called departure after takeoff telling them we were climbing to 4000'. He said he'd check into it.

Title: ACR FLT CREW ASSIGNED 4000' LEVEL OFF AFTER DEP.SUPVR QUESTIONED WHO ASSIGNED THE ALT, THEN CLRED TO 10000'.
Narrative: ATL CLRNC DELIVERY ASSIGNED US 4000' ON DEP INSTEAD OF THE NORMAL 10000'. WE (THE CREW) THOUGHT THIS UNUSUAL, BUT FIGURED IT WAS TO GET US UNDER ARR TFC SINCE WE WERE GOING DUE N AND JUST TO KNOXVILLE. ON DEP I READ CLBING THROUGH 2200' TO 4000'. AFTER A FEW MINS IN THE AIR DEP CTL ASKED WHAT OUR ALT WAS. WHEN WE RESPONDED 4000' THEY SAID TO CLB IMMEDIATELY TO 10000'. THEY ALSO ASKED WHO ASSIGNED US TO 4000', INSTEAD OF THE NORMAL 10000'. TO MY KNOWLEDGE THERE WERE NO CONFLICTS. SUPPLEMENTAL INFO FROM ACN 131576: ON TKOF WE CALLED DEP AND TOLD THEM WE WERE CLBING TO 4000'. THEY MADE NO COMMENT. WE WERE VECTORED N AND LEVELED AT 4000'. APCHING DOBBINS AFB WE WERE CALLED BY DEP AND ASKED OUR ALT. IT SOUNDED LIKE A SUPVR CAME ON AND ASKED OUR ASSIGNED ALT. HE SEEMED SURPRISED.WE TOLD HIM OUR CLRNC AND THAT WE HAD CALLED DEP AFTER TKOF TELLING THEM WE WERE CLBING TO 4000'. HE SAID HE'D CHK INTO IT.
