Narrative:

Fgt X flight had cancelled IFR about 3 mins before the incident. I continued to track the target visually and called traffic to air carrier Y when the aircraft were about 10 mi away. The air carrier Y saw fgt X. I again called traffic when they were about 3-4 mi apart. Air carrier Y said he still had the traffic. Fgt's are normally much lower at that point and since air carrier Y had been watching the traffic all along, I did not stop his descent. When air carrier Y was at about 11,600', he said he was going to go over the traffic. He later said he took evasive action and was going to file an near midair collision. He asked where fgt X was from and I gave him the aircraft call sign and where based.

Title: ACR CAME IN CLOSE PROX TO ANOTHER ACFT.

Narrative: FGT X FLT HAD CANCELLED IFR ABOUT 3 MINS BEFORE THE INCIDENT. I CONTINUED TO TRACK THE TARGET VISUALLY AND CALLED TFC TO ACR Y WHEN THE ACFT WERE ABOUT 10 MI AWAY. THE ACR Y SAW FGT X. I AGAIN CALLED TFC WHEN THEY WERE ABOUT 3-4 MI APART. ACR Y SAID HE STILL HAD THE TFC. FGT'S ARE NORMALLY MUCH LOWER AT THAT POINT AND SINCE ACR Y HAD BEEN WATCHING THE TFC ALL ALONG, I DID NOT STOP HIS DSCNT. WHEN ACR Y WAS AT ABOUT 11,600', HE SAID HE WAS GOING TO GO OVER THE TFC. HE LATER SAID HE TOOK EVASIVE ACTION AND WAS GOING TO FILE AN NMAC. HE ASKED WHERE FGT X WAS FROM AND I GAVE HIM THE ACFT CALL SIGN AND WHERE BASED.
