Narrative:
On a right downwind for runway 8R at phoenix, heading 250 degree and descending through 5000 ft, cleared to 3000 ft, cleared to turn right heading 070 degree. Traffic reported as an air carrier medium large transport Y on a left base to parallel runway 8L, reported traffic in sight. Directed to maintain visual separation with medium large transport Y and cleared visual approach to runway 8R (medium large transport Y was for 8L). Medium large transport Y overshot both runway 8L and 8R and we had to increase bank angle to 40 degree and push nose over to avoid a collision. Flew over the top of us by approximately 200 ft. Medium large transport Y claimed they had never been cleared for visual approach.

Narrative: ON A R DOWNWIND FOR RWY 8R AT PHOENIX, HDG 250 DEG AND DSNDING THROUGH 5000 FT, CLRED TO 3000 FT, CLRED TO TURN R HDG 070 DEG. TFC RPTED AS AN ACR MLG Y ON A L BASE TO PARALLEL RWY 8L, RPTED TFC IN SIGHT. DIRECTED TO MAINTAIN VISUAL SEPARATION WITH MLG Y AND CLRED VISUAL APCH TO RWY 8R (MLG Y WAS FOR 8L).
