Narrative:

I departed cno on 12/X/89 at approximately XA50 am PST on an IFR flight to sna to pick up passenger. I arrived at sna about XB00 am PST, after completing the lda DME 19R approach. I made a left turn onto taxiway echo and parked the aircraft. After I exited the aircraft, an orange county sheriff informed me that the txwys east of the runways were notamed closed until the tower opened at X:15 am PST and that a report was going to be sent to the FAA. Prior to departing chino I called riverside FSS and got a WX briefing, and was told there were no NOTAMS for my flight. I was told by the orange county sheriff that the NOTAM was on the ATIS that was made the night before I landed when the tower closed. Due to the close proximity of the 2 airports and high workload, we were not able to listen to the ATIS.

Title: LTT CPR PLT LANDS AND TAXIS ON TXWYS THAT WERE ADVERTISED ON THE ATIS AS CLOSED. REPORTER CLAIMS THAT FSS REPORTED NO NOTAMS FOR HIS PREFLT BRIEFING AT CNO FOR SNA. SHERIFF IN GND VEHICLE CITES HIM FOR VIOLATING NOTICE SINCE TWR WAS CLOSED AT THAT HOUR.

Narrative: I DEPARTED CNO ON 12/X/89 AT APPROX XA50 AM PST ON AN IFR FLT TO SNA TO PICK UP PAX. I ARRIVED AT SNA ABOUT XB00 AM PST, AFTER COMPLETING THE LDA DME 19R APCH. I MADE A LEFT TURN ONTO TXWY ECHO AND PARKED THE ACFT. AFTER I EXITED THE ACFT, AN ORANGE COUNTY SHERIFF INFORMED ME THAT THE TXWYS E OF THE RWYS WERE NOTAMED CLOSED UNTIL THE TWR OPENED AT X:15 AM PST AND THAT A RPT WAS GOING TO BE SENT TO THE FAA. PRIOR TO DEPARTING CHINO I CALLED RIVERSIDE FSS AND GOT A WX BRIEFING, AND WAS TOLD THERE WERE NO NOTAMS FOR MY FLT. I WAS TOLD BY THE ORANGE COUNTY SHERIFF THAT THE NOTAM WAS ON THE ATIS THAT WAS MADE THE NIGHT BEFORE I LANDED WHEN THE TWR CLOSED. DUE TO THE CLOSE PROX OF THE 2 ARPTS AND HIGH WORKLOAD, WE WERE NOT ABLE TO LISTEN TO THE ATIS.
