Narrative:
On short final at about 600', tower cleared us to land and gave the winds as 190 degrees at 12 KTS (ATIS winds were 200 degrees at 06). By being kept on approach control frequency until oxonn (4.6 mi from end of runway) we did not hear anyone else given the winds. Since there was a significant change in the winds it came as quite a surprise for us with no time to check tailwind component. Landing was uneventful. After landing and on taxi in we were able to check the wind component and realized a 12 KT tailwind was excessive. (Maximum tailwind for landing is 10 KTS). Corrective action: either switch us over sooner to get winds or put significant wind change on ATIS so that we have time to make a decision. Obviously with the wind speed and direction and the WX down to 2000 RVR the airport would have been closed since the minimums for 18 are much higher than 2000 RVR (ceiling was 200' to 300').
Original NASA ASRS Text
Title: ACR MLG FLT CREW COMPLAINS THAT NOTIFICATION OF WIND VELOCITY CHANGE FROM WHAT WAS ADVERTISED ON ATIS CAME TOO LATE TO PREVENT EXCEEDING TAILWIND LIMITATIONS ON LNDG.
Narrative: ON SHORT FINAL AT ABOUT 600', TWR CLRED US TO LAND AND GAVE THE WINDS AS 190 DEGS AT 12 KTS (ATIS WINDS WERE 200 DEGS AT 06). BY BEING KEPT ON APCH CTL FREQ UNTIL OXONN (4.6 MI FROM END OF RWY) WE DID NOT HEAR ANYONE ELSE GIVEN THE WINDS. SINCE THERE WAS A SIGNIFICANT CHANGE IN THE WINDS IT CAME AS QUITE A SURPRISE FOR US WITH NO TIME TO CHK TAILWIND COMPONENT. LNDG WAS UNEVENTFUL. AFTER LNDG AND ON TAXI IN WE WERE ABLE TO CHK THE WIND COMPONENT AND REALIZED A 12 KT TAILWIND WAS EXCESSIVE. (MAX TAILWIND FOR LNDG IS 10 KTS). CORRECTIVE ACTION: EITHER SWITCH US OVER SOONER TO GET WINDS OR PUT SIGNIFICANT WIND CHANGE ON ATIS SO THAT WE HAVE TIME TO MAKE A DECISION. OBVIOUSLY WITH THE WIND SPD AND DIRECTION AND THE WX DOWN TO 2000 RVR THE ARPT WOULD HAVE BEEN CLOSED SINCE THE MINIMUMS FOR 18 ARE MUCH HIGHER THAN 2000 RVR (CEILING WAS 200' TO 300').
