Narrative:
While on a visual approach to runway 15 at ads; approach control called out a primary target that was not communicating with ATC. We were level at 4;000 MSL and primary target was climbing under us. We got a TA at first then a RA requiring a climb. We climbed to 5;000 MSL before the threat disappeared. We advised ATC of our actions and landed without further event.
