Narrative:

No ATIS available. A phone call was made to the tower for the latest WX which was given with no other comment. After starting engines and calling for taxi clearance, ground control informed us that the airport was closed. No reason given. I elected to taxi to the runway to find out what the problem was. Trucks were clearing the runway of slush, with the majority of the runway clear. I informed ground that the runway conditions were adequate for our operation and braking actin was good. Ground told us that we could not be cleared for takeoff by the tower controller as the airport was closed, but that we should contact departure control as soon as we departed. We initiated contact with departure control before start of our takeoff roll, and then reinitiated contact with them after becoming airborne. The flight progressed smoothly thereafter. Supplemental information from acn 132826: I asked for expected IFR clearance after airborne and was given such, including transponder code. We were advised that PA trucks were clear and I announced that we would takeoff our discretion, assume own risk. Department of transportation over radio apologized for inconvenience. Airport manager not on location at our field and was over at mdt. He maintains office at mdt, consequently has no immediate knowledge of existing conditions at cxy.

Title: CPR PIC ELECTS TO TKOF FROM CLOSED RWY WHEN HE DETERMINES IT IS SAFE FOR HIS OPERATION. ARPT WAS CLOSED BY ARPT MANAGER ACCOUNT WX CONDITIONS.
