Narrative:
Small transport X was cleared for takeoff on runway 35. Vehicle was instructed to hold short and acknowledged that transmission. While small transport X was in his takeoff roll, vehicle crossed runway 35. Callback conversation with reporter revealed the following: reporter experience: 2 years non radar. Certified on ground control and was training on local controller. Vehicle crossed 3000' in front of departing small transport X.

Narrative: SMT X WAS CLRED FOR TKOF ON RWY 35. VEHICLE WAS INSTRUCTED TO HOLD SHORT AND ACKNOWLEDGED THAT XMISSION. WHILE SMT X WAS IN HIS TKOF ROLL, VEHICLE CROSSED RWY 35. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: REPORTER EXPERIENCE: 2 YEARS NON RADAR. CERTIFIED ON GND CTL AND WAS TRAINING ON LCL CTLR.
