Narrative:

After landing at mia (at FBO ramp), I realized the FBO for a van to take my passenger to the terminal. When the van arrived, I throttled to flight idle, tightly frictioned the controls, and got out of the helicopter to assist my passenger exiting the helicopter, and to unload his baggage because I did not want him walking to the rear of the helicopter unsupervised with the rotors turning. I escorted my passenger to the front of the helicopter where the van was parked, gave a luggage bag to the driver and returned to the helicopter at which time I was approached by 2 FAA inspectors who asked to shut down the helicopter. They then informed me that I was going to be violated for leaving flight station unattended (careless and reckless operation). I feel at no time was I so far away from the aircraft that I could not remedy a situation that might occur.

Title: HELICOPTER PLT LEAVES THE COCKPIT OF STILL-RUNNING ACFT TO ASSIST PASSENGER. 2 FAA INSPECTORS OBSERVE, THEN NAB THE REPORTER FOR CARELSS AND RECKLESS OPERATION.

Narrative: AFTER LNDG AT MIA (AT FBO RAMP), I REALIZED THE FBO FOR A VAN TO TAKE MY PAX TO THE TERMINAL. WHEN THE VAN ARRIVED, I THROTTLED TO FLT IDLE, TIGHTLY FRICTIONED THE CONTROLS, AND GOT OUT OF THE HELI TO ASSIST MY PAX EXITING THE HELI, AND TO UNLOAD HIS BAGGAGE BECAUSE I DID NOT WANT HIM WALKING TO THE REAR OF THE HELI UNSUPERVISED WITH THE ROTORS TURNING. I ESCORTED MY PAX TO THE FRONT OF THE HELI WHERE THE VAN WAS PARKED, GAVE A LUGGAGE BAG TO THE DRIVER AND RETURNED TO THE HELI AT WHICH TIME I WAS APCHED BY 2 FAA INSPECTORS WHO ASKED TO SHUT DOWN THE HELI. THEY THEN INFORMED ME THAT I WAS GOING TO BE VIOLATED FOR LEAVING FLT STATION UNATTENDED (CARELESS AND RECKLESS OPERATION). I FEEL AT NO TIME WAS I SO FAR AWAY FROM THE ACFT THAT I COULD NOT REMEDY A SITUATION THAT MIGHT OCCUR.
