Narrative:
Air carrier X cleared the runway. After landing ground cleared us to taxi to the ramp via charlie 7, cross 31, enter tango 4. We (the captain and I) cleared by looking out each side prior to entering runway 31. We were 3/4 the way across when an aircraft Y flew right over the top. He wasn't called or pointed out. We were cleared across the runway he was using. Apparently local and ground weren't talking to each other.

Narrative: ACR X CLRED THE RWY. AFTER LNDG GND CLRED US TO TAXI TO THE RAMP VIA CHARLIE 7, CROSS 31, ENTER TANGO 4. WE (THE CAPT AND I) CLRED BY LOOKING OUT EACH SIDE PRIOR TO ENTERING RWY 31. WE WERE 3/4 THE WAY ACROSS WHEN AN ACFT Y FLEW RIGHT OVER THE TOP. HE WASN'T CALLED OR POINTED OUT. WE WERE CLRED ACROSS THE RWY HE WAS USING. APPARENTLY LCL AND GND WEREN'T TALKING TO EACH OTHER.
