Narrative:

I had a near midair collision with a flight check small transport Y. I was doing advanced training with a student and had listened to ATIS at ilg while departing the area at N92. Approximately 8 NM southwest of ilg I radioed the tower with the intention of entering the air traffic area to practice touch and goes at ilg. I was cleared into the air traffic area and to report a left base for 32. At 7 NM southwest of ilg I was scanning at my 2 O'clock position when my student saw at our 10 O'clock position. By the time I looked he was directly below us heading south. Out flight path leaving N92 was 060 at 2000'. We maintained the course and altitude with our mode C on the entire time. The small transport Y was talking to phl approach while we were on ilg tower. They switched to tower and reported a near midair. Ilg asked how far they are to provide protection and the small transport Y responded '10 mi'. The small transport Y ceased flight check claiming that they had equipment strewn in the cabin and smoke. We proceeded to ilg and to do our touch and goes. After landing tower requested that I call phl approach which I did and had cooperated with their requests. This is the 5TH near midair in the same area I have seen in 3 weeks but the first I have reported. Traffic comes in from the south and west practice areas VFR communicating to ilg tower while practice IFR traffic is vectored from gleem and elude talking to approach. Bear in mind that this was during high VFR with middle cumulus clouds and the small transport Y was white with blue descending from above the horizon line. Also other pilots complain of late handoffs from phl approach to ilg tower. Please also keep in mind that my student and I did not see any lights on with the small transport Y. I feel the small transport Y should look out the airplane in VFR during flight check operations and to practice operation 'lights on'. Also ilg should keep incoming traffic from the south and west advised of known traffic practicing apches on runway 1 and that approach and ilg tower.

TFC COMES IN FROM THE S AND W PRACTICE AREAS VFR COMMUNICATING TO ILG TWR WHILE PRACTICE IFR TFC IS VECTORED FROM GLEEM AND ELUDE TALKING TO APCH. BEAR IN MIND THAT THIS WAS DURING HIGH VFR WITH MIDDLE CUMULUS CLOUDS AND THE SMT Y WAS WHITE WITH BLUE DESCENDING FROM ABOVE THE HORIZON LINE. ALSO OTHER PLTS COMPLAIN OF LATE HANDOFFS FROM PHL APCH TO ILG TWR. PLEASE ALSO KEEP IN MIND THAT MY STUDENT AND I DID NOT SEE ANY LIGHTS ON WITH THE SMT Y. I FEEL THE SMT Y SHOULD LOOK OUT THE AIRPLANE IN VFR DURING FLT CHECK OPERATIONS AND TO PRACTICE OPERATION 'LIGHTS ON'. ALSO ILG SHOULD KEEP INCOMING TFC FROM THE S AND W ADVISED OF KNOWN TFC PRACTICING APCHES ON RWY 1 AND THAT APCH AND ILG TWR.
