Narrative:
Mobile tower was not in operation and airport advisories were being provided by the local FSS. WX conditions during the approach were changing rapidly from clear skies and unrestricted visibility to -X 1/4 ground fog due to ground fog formation. Center cleared us from the high altitude route for our descent into mob. The runway was in sight from 15000' in the descent and center cleared us for a visibility approach. While in our descent center advised us that mob WX was -X 1/4 and switched us to mob advisory frequency. The runway was in sight for the entire approach and landing. The ground fog was obscuring the departure end of the field, but the WX report did not reflect the actual WX encountered. As learned from the FSS the previous night, the visibility is taken for the worst area on the field for a period of time. We were put into the situation of having flight conditions good enough for a visibility approach, but a WX report that was below ILS minimums.

Title: FLT CREW OF LGT FREIGHTER LANDED ON AN APCH END OF RWY WHEN ROLL OUT END WAS REPORTING ONE QUARTER MILE VISIBILITY WITH THIN OBSCURED CEILING, GND FOG.
Narrative: MOBILE TWR WAS NOT IN OPERATION AND ARPT ADVISORIES WERE BEING PROVIDED BY THE LCL FSS. WX CONDITIONS DURING THE APCH WERE CHANGING RAPIDLY FROM CLEAR SKIES AND UNRESTRICTED VISIBILITY TO -X 1/4 GND FOG DUE TO GND FOG FORMATION. CENTER CLRED US FROM THE HIGH ALT ROUTE FOR OUR DSCNT INTO MOB. THE RWY WAS IN SIGHT FROM 15000' IN THE DSCNT AND CENTER CLRED US FOR A VIS APCH. WHILE IN OUR DSCNT CENTER ADVISED US THAT MOB WX WAS -X 1/4 AND SWITCHED US TO MOB ADVISORY FREQ. THE RWY WAS IN SIGHT FOR THE ENTIRE APCH AND LNDG. THE GND FOG WAS OBSCURING THE DEP END OF THE FIELD, BUT THE WX RPT DID NOT REFLECT THE ACTUAL WX ENCOUNTERED. AS LEARNED FROM THE FSS THE PREVIOUS NIGHT, THE VISIBILITY IS TAKEN FOR THE WORST AREA ON THE FIELD FOR A PERIOD OF TIME. WE WERE PUT INTO THE SITUATION OF HAVING FLT CONDITIONS GOOD ENOUGH FOR A VIS APCH, BUT A WX RPT THAT WAS BELOW ILS MINIMUMS.
