Narrative:
The phx TCA has just been implemented. Departure was from runway 19 at glendale, az. Immediately after departure, luke AFB approach was contacted to obtain a wbound departure. Our flight was instructed to 'remain clear of luke air traffic area.' we immediately contacted gyr tower to transit air traffic area south. Our flight was instructed to 'remain clear of the gyr air traffic area.' both of these instructions are impossible because luke air traffic area, gyr air traffic area and glendale air traffic area and all the same airspace. With the advent of the phx TCA departures east from glendale are impractical, as are departures over the top of the air traffic area's. While proceeding south over to gyr, we advised gyr of the impossibility of their request and advised gyr that we were overflying their airport swbound. The departure from glendale other than northbound below the TCA begs for pretkof coordination of departure routings.

Narrative: THE PHX TCA HAS JUST BEEN IMPLEMENTED. DEP WAS FROM RWY 19 AT GLENDALE, AZ. IMMEDIATELY AFTER DEP, LUKE AFB APCH WAS CONTACTED TO OBTAIN A WBOUND DEP. OUR FLT WAS INSTRUCTED TO 'REMAIN CLR OF LUKE ATA.' WE IMMEDIATELY CONTACTED GYR TWR TO TRANSIT ATA S. OUR FLT WAS INSTRUCTED TO 'REMAIN CLR OF THE GYR ATA.' BOTH OF THESE INSTRUCTIONS ARE IMPOSSIBLE BECAUSE LUKE ATA, GYR ATA AND GLENDALE ATA AND ALL THE SAME AIRSPACE. WITH THE ADVENT OF THE PHX TCA DEPS E FROM GLENDALE ARE IMPRACTICAL, AS ARE DEPS OVER THE TOP OF THE ATA'S. WHILE PROCEEDING S OVER TO GYR, WE ADVISED GYR OF THE IMPOSSIBILITY OF THEIR REQUEST AND ADVISED GYR THAT WE WERE OVERFLYING THEIR ARPT SWBOUND. THE DEP FROM GLENDALE OTHER THAN NBOUND BELOW THE TCA BEGS FOR PRETKOF COORD OF DEP ROUTINGS.
