Taxi and takeoff without clearance anyway, claiming tower not in operation--however tower is in operation and files report. Narrative:
Captain and copilot tried to contact clearance and ground and tower west/O results. The captain put the copilot as PIC on flight plan west/O coplts consent. The captain in the left seat and type rated, taxied and took off as if the field were uncontrolled at the time. Tower later informed the crew they took off and taxied west/O clearance.
