Narrative:

On initial contact with coast departure control, we reported leaving 13000 for 15000'. Coast informed us we had been cleared to only 13000' and were now cleared to 17000'. The clearance we recall approximated 'climb to 15-thousand, left heading 150 degrees, resume flipr 3 departure.' 15000' had been set into our altitude select system and read back in our response. We also recall that some interruption caused this clearance to be read to us twice. Most clrncs given during busy hours are spoken too rapidly, especially clrncs including 3 or more separate commands. All 3 pilots were wearing headsets. The captain and first officer were using molded ear pieces.
