Narrative:
Company a was contracted by the queen mary to do aerial demonstrations. We had filled out an application for certificate of waiver for rolling maneuvers only. While waiting the decision on the waiver, we flew 3 bi-wing aircraft in accordance with far 91. There have been no less than 20 FAA personnel observe the operation during a 3 week period of time and 16 shows. Not 1 of them ever said we were not complying with far 91--in fact, most were telling us we needed to tighten the formation, very conservative, etc. On 1/xx/90, at ZZ20 on fri, they hand-delivered letters stating that on 1/90 at YY45 pm we were doing acrobatic flight. At this time we deny this act was contrary to FAA regulations.

Title: SPECIAL INTEREST ACTIVITY AIR SHOW GETS A LETTER FROM FAA GND OBSERVERS WHO STATED THEY WERE DOING ACROBATC FLT. REPORTER HAD APPLIED FOR WAIVER, OF WHAT TYPE IS NOT SPECIFIED. FORMATION FLT APPARENTLY FLEW AT 500-700' MSL.
