Narrative:
I was doing some lndgs with a friend, and was on about my second or third one. There were 2 or 3 other aircraft in the pattern, all announcing their positions in the pattern. I had announced my turn to base. As began to turn to final, I looked to the right and there was an unannounced aircraft at my altitude, apparently attempting a straight-in at an uncontrolled airport. I had my lights on and he saw me, because he peeled off to the right. I did not have to take any evasive action and completed my landing west/O incident. After I pulled off the runway, I watched him go overhead and enter the traffic pattern properly. I taxied back to the runway end, and as he landed, I took down his #. It was a low-wing with a t-tail. It doesn't seem that this is an illegal maneuver as far as far 91.89 or the aims are concerned, but it sure is an unsafe maneuver. And, as I have encountered 2 pilots in the space of 2 months (the other being at harris ranch), it is a matter of concern. I would really like to see a change in the far's stating that 'thou shalt not make straight-in or base leg entries at uncontrolled airports'--it is just too dangerous. Over my 17 yrs of flying there have been been enough of these straight-in encounters that I have gotten into the habit of looking to the right before turning that final leg, but what about the new pilots, or those so absorbed in flight training that they don't look. Or what about the one who thinks he is covered by just radioing his intentions? What if unknown to him, his radio isn't working or some other guy in the pattern is not receiving his transmission because his radio is not working? Too many opportunities for error and real tragedy are set up when one does not use the prescribed traffic pattern at uncontrolled airports. If somehow it is too difficult to officially outlaw this practice in the far's, I would like to see flight instrs emphasize proper uncontrolled airport procedures. Some of these students/pilots aren't listening, and it only takes one.

Title: WHILE ABOUT TO TURN ONTO FINAL FROM BASE LEG, SMA HAS NMAC WITH ANOTHER SMA FLYING A STRAIGHT IN APCH IN VIOLATION OF AIM SUGGESTIONS.
Narrative: I WAS DOING SOME LNDGS WITH A FRIEND, AND WAS ON ABOUT MY SECOND OR THIRD ONE. THERE WERE 2 OR 3 OTHER ACFT IN THE PATTERN, ALL ANNOUNCING THEIR POSITIONS IN THE PATTERN. I HAD ANNOUNCED MY TURN TO BASE. AS BEGAN TO TURN TO FINAL, I LOOKED TO THE RIGHT AND THERE WAS AN UNANNOUNCED ACFT AT MY ALT, APPARENTLY ATTEMPTING A STRAIGHT-IN AT AN UNCONTROLLED ARPT. I HAD MY LIGHTS ON AND HE SAW ME, BECAUSE HE PEELED OFF TO THE RIGHT. I DID NOT HAVE TO TAKE ANY EVASIVE ACTION AND COMPLETED MY LNDG W/O INCIDENT. AFTER I PULLED OFF THE RWY, I WATCHED HIM GO OVERHEAD AND ENTER THE TFC PATTERN PROPERLY. I TAXIED BACK TO THE RWY END, AND AS HE LANDED, I TOOK DOWN HIS #. IT WAS A LOW-WING WITH A T-TAIL. IT DOESN'T SEEM THAT THIS IS AN ILLEGAL MANEUVER AS FAR AS FAR 91.89 OR THE AIMS ARE CONCERNED, BUT IT SURE IS AN UNSAFE MANEUVER. TOO MANY OPPORTUNITIES FOR ERROR AND REAL TRAGEDY ARE SET UP WHEN ONE DOES NOT USE THE PRESCRIBED TFC PATTERN AT UNCONTROLLED ARPTS. IF SOMEHOW IT IS TOO DIFFICULT TO OFFICIALLY OUTLAW THIS PRACTICE IN THE FAR'S, I WOULD LIKE TO SEE FLT INSTRS EMPHASIZE PROPER UNCONTROLLED ARPT PROCS. SOME OF THESE STUDENTS/PLTS AREN'T LISTENING, AND IT ONLY TAKES ONE.
