Narrative:
Cleared from the normal STAR arrival to direct patterson VOR, then to day in large transport X for a visibility approach to 24L. We were tracking the 150 degree right inbound to patterson VOR when an small aircraft Y passed through 9000' from right to left and down. He had dropped jumpers at the sport xenia airport-greene county sport arena, xenia, oh. Apparently he had not followed the LOA with day approach. He was more than 2 NM from the airport and I was told that his transponder was not observed on radar (primary target only). No traffic report was passed to us. To avoid a direct hit I made an immediate right turn of 20-30 degrees and a 45 degree bank. Missed small aircraft Y by 200'. Parachute jumping was not on ATIS or NOTAMS. If transponder was off or inoperative, aircraft should not be allowed to operate near hub airports at all, period! 1 or 2 seconds difference and I would unable to send this report. When will the govt require mode C xponders on all aircraft at all times?!

Title: ACR-LGT AND SMA Y JUMP ACFT HAVE NMAC IN VICINITY OF PARACHUTING ARPT.
Narrative: CLRED FROM THE NORMAL STAR ARR TO DIRECT PATTERSON VOR, THEN TO DAY IN LGT X FOR A VIS APCH TO 24L. WE WERE TRACKING THE 150 DEG R INBND TO PATTERSON VOR WHEN AN SMA Y PASSED THROUGH 9000' FROM RIGHT TO LEFT AND DOWN. HE HAD DROPPED JUMPERS AT THE SPORT XENIA ARPT-GREENE COUNTY SPORT ARENA, XENIA, OH. APPARENTLY HE HAD NOT FOLLOWED THE LOA WITH DAY APCH. HE WAS MORE THAN 2 NM FROM THE ARPT AND I WAS TOLD THAT HIS XPONDER WAS NOT OBSERVED ON RADAR (PRIMARY TARGET ONLY). NO TFC RPT WAS PASSED TO US. TO AVOID A DIRECT HIT I MADE AN IMMEDIATE RIGHT TURN OF 20-30 DEGS AND A 45 DEG BANK. MISSED SMA Y BY 200'. PARACHUTE JUMPING WAS NOT ON ATIS OR NOTAMS.
