Narrative:
I had crossed tnp VOR from V370 and was advised by ZLA to descend to 11000' for vectors to psp airport. An aircraft appeared at my 12:30-1 O'clock position and was in the opposite direction at what appeared to be the same altitude. He was rolling to his left in what may have been an evasive action. My only action was a sharp roll to the left, but may have been futile had the other aircraft not done the same. I advised the center of the situation and asked if he had the opposite traffic on radar. He said yes and at an unconfirmed 11100' (not sure how far behind me). He asked if I would like to file a report. I said certainly. He then handed me off to approach. Being a sunday, I was unable to contact the local FAA office, and finally after numerous phone calls, contacted the psp tower to file the report.

Title: PLT OF SMA ON IFR PLAN HAD NMAC WITH ANOTHER SMA AT 11000' WHO WAS VFR.
Narrative: I HAD CROSSED TNP VOR FROM V370 AND WAS ADVISED BY ZLA TO DSND TO 11000' FOR VECTORS TO PSP ARPT. AN ACFT APPEARED AT MY 12:30-1 O'CLOCK POS AND WAS IN THE OPPOSITE DIRECTION AT WHAT APPEARED TO BE THE SAME ALT. HE WAS ROLLING TO HIS LEFT IN WHAT MAY HAVE BEEN AN EVASIVE ACTION. MY ONLY ACTION WAS A SHARP ROLL TO THE LEFT, BUT MAY HAVE BEEN FUTILE HAD THE OTHER ACFT NOT DONE THE SAME. I ADVISED THE CENTER OF THE SITUATION AND ASKED IF HE HAD THE OPPOSITE TFC ON RADAR. HE SAID YES AND AT AN UNCONFIRMED 11100' (NOT SURE HOW FAR BEHIND ME). HE ASKED IF I WOULD LIKE TO FILE A RPT. I SAID CERTAINLY. HE THEN HANDED ME OFF TO APCH. BEING A SUNDAY, I WAS UNABLE TO CONTACT THE LCL FAA OFFICE, AND FINALLY AFTER NUMEROUS PHONE CALLS, CONTACTED THE PSP TWR TO FILE THE RPT.
